Bond Rating Re-Affirmed (PDF) The Department of Finance was created through the enactment of M.G.L. Chapter 25 of the Acts of 1993. This legislation was the culmination of a year long effort to establish a unified Finance Department. Its primary purpose is to provide a means for the coordination of all the Town's fiscal operations. The major goals are to attain efficiencies in operations, flexibility in resource utilization, economies of larger scale operations, elimination of duplication, improved communications and coordination of all fiscal-related functions, new initiatives, special studies, and research projects. The Department was officially created on July 1, 1993 and originally contained five divisions; however, beginning in FY03, the Information Technology Department was removed from the Finance Department and made its own department. Therefore, the Department includes the following four divisions:

Division of Purchasing managed by the Chief Procurement
Officer, Dave Geanakakis
Division of Assessing managed by the Chief
Assessor, Gary McCabe
Division of Treasury managed by the Treasurer/Collector,

The Department is overseen by the Director of Finance who is responsible for the
management of the administrative functions of the various divisions as well as
coordination of all functional activities. The Director, by statute, must be one of the
divisional managers.
