Preliminary Steps in Town-Owned Land Process

 Present idea to neighborhood, general public, Board of Selectmen

 

Identify issues of concern:

--traffic and parking
--farmers market relocation
--Webster Street as a street
--design

  

Work with neighborhood-based task forces
to understand scope of problem, ways to mitigate

  

Formulate conditions for each category for inclusion in a Request for Proposals (an invitation to developers to prepare a proposal that meets neighborhood conditions)

 

Bring all task forces together to review all conditions

 

 Public meeting to review all task force conditions;

draft Request for Proposals (RFP)

 

 Formation of neighborhood-based steering committee to oversee RFP process and responses (screening proposals, if any)

 

Steering committee review of phase one proposals, determination of recommendation about proceeding to phase two including imposition of new conditions

 

 Board of Selectmen hear committee recommendation, hold public meeting about proceeding to phase two, then may authorize release of phase two RFP

 

 Steering committee review of phase two proposals, determination of finalists

 

 Public meetings to review finalists’ proposals

  

Steering committee recommendation about whether

to proceed and if so, with which developer

  

Board of Selectmen hold public meeting, hear public input, and vote on whether to recommend sale/lease of land and zoning changes, if needed

  

Preparation of Town Meeting warrant articles to facilitate development (land disposition, zoning changes)

 

 Public hearings by Planning Board and Advisory

Committee Subcommittee on Planning and Development

 

 Public hearing by Board of Selectmen

 

Public hearing by full Advisory Committee

 Town Meeting vote: NEED 2/3 APPROVAL
