05/14/2008 Brookline Bikes Beacon and Brookline on the Move’s Annual Fitness Fair

Please join us! On Sunday, May 18, 2008, the Town of Brookline will celebrate spring with two free, family-friendly events: Brookline Bikes Beacon and Brookline on the Move’s Annual Fitness Fair.

The kickoff bike ride rolls out from Amory Park at 12:30 pm, followed by the Fitness Fair from 1:00 – 3:00 pm at Amory. These two events will demonstrate a wide variety of health and wellness activities and appeal to all ages from young kids to Brookline seniors.

Here’s a description of the two events:

Brookline Bikes Beacon will be a leisurely bicycle parade, with Brookline Police leading the way, up the recently renovated historic Beacon Street from Amory Playground to Cleveland Circle and back - a healthy five miles at a moderate pace. Families, schools, neighborhoods, clubs, organizations, individuals are invited to join

The Annual Fitness Fair will take place at Amory Playground with more than 20 Brookline on the Move Partners demonstrating fitness activities, dance, yoga and pilates, and much more. Kids’ soccer and tennis clinics, Frisbee golf and kids’ fitness races also are scheduled. Healthy food and nutrition tips will be featured.

DPW Informational Meeting – Thursday May 15, 2008 at 7:00p.m. Cafeteria, Old Lincoln School, 194 Boylston Street

As we get closer to the Annual Town Meeting, I would like to invite you to a
special informational meeting to address any questions, concerns, or comments you
might have about the operations of the Department of Public Works. Over the years
many participants in Town Meeting have taken the floor at the Annual Meeting to raise any number of issues directly relevant to DPW, but which might not necessarily involve the budget. This annual event is a special forum for a more in-depth discussion of issues concerning the Department of Public Works.

It is not surprising that there is so much interest in DPW. Our dedicated employees provide extensive and often critical services to the community. These include engineering, transportation, highway, sanitation, recycling, roadway maintenance, street cleaning, snow and ice control, traffic control, street lighting, parking, line painting, sidewalk maintenance, equipment maintenance, parks and open space, conservation, public grounds maintenance, school grounds maintenance, skating rink, forestry, cemetery, water and sewer and storm water draining. It is safe to say that the Department of Public Works enhances the quality of life for every resident in someway, everyday of the week.

To provide an opportunity to address any issues you might have concerning DPW operations, we are inviting you to an “Evening with the Commissioner and Staff”. This informational session will be held at 7:00 p.m. on Thursday May 15, 2008 in the Cafeteria, Old Lincoln School, 194 Boylston Street. We look forward to your attendance and participation.

Great News! The seventeenth annual Brookline Flag Day Parade and Family Day Celebration will be held on Sunday, June 15, 2008 (9:00 A.M. – 5:00 P.M.). The Town hosts one of the most colorful and spectacular family-friendly parades in all of New England including marching bands, floats, spectacular performers, military and Town vehicles, police color guard, school and community based groups. The Day also features a ceremonial flag raising, children’s parade and entertainment, an adult (5K) and children’s road race and a carnival on Cypress Field with rides and games for all ages. We will honor the flag, our brave military men and women and the Town of Brookline of which we are so proud.

03/28/2008 Brookline celebrates National Public Health Week 2008

The Brookline Department of Public Health will celebrate National Public Health Week 2008 from April 5 through April 14, 2008, by again offering to Brookline residents a week of public health talks, interactive programs, and other events. Since 1995, when then President Bill Clinton proclaimed the first full week of April as National Public Health Week, Brookline has hosted activities to highlight the role of public health in the town. Throughout Massachusetts and the United States, communities will honor public health professionals, applauding the role public health plays in promoting health and quality of life for all Americans

Highlights of Brookline’s Public Health Week activities include:

Do You Need an Oil Change at Home? TRANSitioning Your Kitchen to Better Health
On Monday, April 7, 2008, Brookline residents will learn how to eliminate trans fats in the home and make heart-healthier choices at a public forum at the Brookline Public Library. The forum, set to begin at 6:30pm at the Brookline Public Library, 361 Washington Street, will feature speakers, free food samples and giveaways including modified recipes. Residents will learn how to read a nutrition facts label properly, understand the nutritive differences between good and bad fats, locate saturated fats in foods, and convert recipes to remove trans fats. Kara Maloney MS, RD, LDN, Clinical Dietitian, Brigham and Women's Hospital and Cindy Crowninshield, Program Associate, Brookline Health Department/Graduate Student, Nutrition Science, Boston University are the speakers. Brigham and Women's Hospital, No Pudge!, and Town of Brookline, Department of Public Health are the forum sponsors. The forum coincides with the implementation of a new Brookline, MA regulation which prohibits the use of trans fats at local food establishments. Brookline is the first community in Massachusetts, and one of only a handful in the United States, to pass such a law. As Brookline restaurants and other food establishments go artificial trans fat free, the Health Department’s goal is to educate and encourage Brookline households to also eliminate these fats from their personal diets. The half- hour bike parade will be led by the Brookline Bikes and the Brookline Police Department. The Fitness Fair will include fitness demonstrations, Frisbee golf, tennis and soccer clinics, yoga, and pilates ,plus give-always and healthy food to sample.

Brookline Commission for Women names Vicki Milstein
2008 Brookline Woman of the Year, holds award ceremony March 27

The Brookline Commission for Women has named Vicki Milstein, the principal of the Brookline Early Education Program (BEEP), as its 2008 Brookline Woman of the Year. Ms. Milstein oversees 19 pre-kindergarten classrooms across Town, serving over 250 families. In addition, she is responsible for many aspects of the kindergarten program in the public schools, including registration, curriculum and learning expectations development and, very critically, helping with the transition of all children from any preschool into kindergarten.

“Vicki’s extraordinary commitment to young children and their families shows every day as she moves around the various classrooms visiting students and teachers,” said Sue Ross, a BEEP parent and a member of the Commission. “Every time I talk to Vicki, she has another idea to improve the education and lives of Brookline’s young children and families. She is a dedicated advocate for young children and a vigorous supporter of the schools.”

Ms. Milstein will be honored at the Commission’s 16th Annual Women Who Inspire Us Awards Ceremony from 6:45 - 8:30 pm on March 27, 2008, at Hunneman Hall at the Brookline Main Library, 361 Washington Street. The Commission will also be honoring students from the 6th, 7th and 8th grades who participated in our annual Women Who Inspire Us essay contest at the Brookline Middle Schools. Last year’s event drew 100 members of the Brookline community, including the award recipients and their families, staff from the schools, Brookline Selectmen, Town Department Heads and personnel, numerous Town residents and business owners, and the media.

This event, which is open to the community, is held annually in honor of National Women’s History Month. Refreshments will be served following the event. **This year’s event is supported through a grant from the Brookline Community Foundation.

I would like to update you on a number of things happening in the Town and
on the Brookline Website this Winter:


Dress for Success!
The Brookline Commission for Women is proud to announce its 3rd Annual Dress for Success Winter Coat Drive.

Dress for Success is a not-for-profit organization that offers services to underprivileged women entering the workforce. Each Dress for Success client receives one suit when she has a job interview and a week's worth of separates when she gets the job.

Clothing needed includes: winter coats and accessories (scarves, gloves, etc.). If possible, please have donations laundered and ready to wear. We will also be accepting financial donations that will be used to have clothing cleaned if necessary.

The BCW's drive will take place on Friday, January 25th from 11am to 7pm and Saturday, January 26th from 8am to 12pm in the Community Room at the Brookline Police Headquarters, 350 Washington Street, Brookline.

The Brookline Library Foundation hosts its 11th annual Winter Gala on
Sunday March 2, 2008 at the Public Library of Brookline on Washington
Street. Come dance, talk to local authors and other Library supporters,
bid on great items in both the silent and live auctions, and enjoy a

The fourth "Brookline Reads", sponsored by the Trus has its kickoff on
Sunday March 9, 2008. This year's book is "The Blind Side: Evolution of a
Game" by Michael Lewis, about college football star Michael Oher and the
odds he overcame to achieve his success. "Brookline Reads" is an annual
community-wide reading program sponsored by the Trustees of the Brookline
Public Library. All residents are encouraged to read the same book and
participate in as many discussion groups and related events as they would

The Brookline Senior Center will be offering a Bereavement Support Group for those who have experienced the loss of a significant other in the last two years. the group will begin on Tuesday January 29th from 11:00 a.m.-12:30 p.m. for six weeks.

The Woman of the Year will be honored on Thursday, March 27 th, at an awards ceremony in Hunneman Hall as part of the 16th Annual Women Who Inspire Us Essay Contest and Awards Ceremony.

01/15/2008 The members of the Board of Selectmen are aware that the May incident at
Town Hall involving Arthur Conquest has raised some questions as to our
police policies and the practices and procedures we follow when there is a
citizen complaint. It is the 20 year anniversary of the establishment of
our current policy for citizen complaints and in view of that benchmark
and the questions that have arisen in the context of this recent incident,
we are establishing an independent committee to review those practices and
procedures and to suggest refinements and improvements.

Next Tuesday, January 22, 2008 at 7 p.m. we will take up the matter of our
charge to this committee and also at that time, we will allot time to hear
from anyone, whether a participant, representative of the police
department, or member of the public who wishes to comment on either the
specific incident at Town Hall or on our practices and procedures relating
to citizen complaints. We have not voted to reopen the disciplinary
hearing against the police officer who was involved in the incident, but
we do want to hear the concerns of citizens and town employees before this
independent review committee gets underway.

I am very happy to announce that we are going to have a Candlelight
Ceremony at the "Garden of Remembrance" which will be held at the
Brookline Health Department, 11 Pierce St, Brookline, MA, adjacent to St.
Mary of the Assumption Church, on Harvard Street, on November 8, 2007, at
5:30pm.

Father Jack Ahern, Pastor from St. Mary's will do the blessing and then
we'll have a couple of speakers.

Also, please, keep Sunday, March 2, 2008 open for the Dedication Ceremony
for the full opening of the Garden. There will be a program flyer, with a
Master of Ceremonies, speakers from the Brookline Community Foundation,
Rotary, REACH, Casa Myrna, and a Benediction/Blessing from a Rabbi,
Priest and a Minister to Consecrate the ground for the "Garden of
Remembrance".

I want to thank you all for the hard work you have done to help make this
possible. Whether it is just calling me to talk, hugging me when I needed
it, standing behind or in front of me so I wouldn't fall, helping to sell
items for funds to get Awareness and Education out there to help stop
domestic violence and especially for being a friend. It is hard for most
people to cope with this type of subject, but you were there when John, my
family, and I needed you. I choose to do something for my daughter, other
daughters, mothers, grandmothers, aunts, nieces, and cousins to speak out
against domestic violence. From the time I started being an advocate, for
DV, I have made this my motto: "If I can help but one person, I will be
BLESSED!" I believe I have done that with the help of so many of you
guiding me. I promise to continue to do so in the future.

11/07/2007 Greetings, I am Janice Philpot, Director of the Brookline Adult and Community Education Program, we have embarked on a community project which we believe is significant to women's health - breast and cervical health. I invite you to join in learning new information and sharing it with other women.


Invitation

In collaboration with the Mass Dept. of Public Health women are invited to learn about and share the educational curriculum "Helping You Take Care of Yourself." The Women's Health Network (WHN) of the Massachusetts Department of Public Health created the "Helping You Take Care of Yourself" curriculum to address the need for accurate, appropriate and current information in diverse communities across the Commonwealth. Developed as a "train the trainer" model, this curriculum was designed to train community members about breast and cervical health with the intention they will in turn educate their communities about these issues.


Project Background Information

In FY 06, the Women’s Health Network’s (WHN) Outreach and Education team developed the Helping You Take Care of Yourself Curriculum to address the need for accurate, appropriate and current information about women’s health issues in diverse communities across the Commonwealth. This curriculum consists of units about Breast Health, Cervical Health, Cardiovascular Health and an Introduction to WHN. Recognizing the variety of languages, cultures, literacy and education levels throughout the state, the curriculum is available in several languages including Portuguese, Spanish, and Khmer and provides several options for presenting the health units (PowerPoint presentations, flipcharts, models, etc.).

Developed as a “train the trainer” model, the Helping You Take Care of Yourself Curriculum was designed to train community members and Community Health Workers (CHW) on women’s health topics with the intention they would in turn educate their communities about these issues. To pilot test the curriculum in this capacity, WHN contracted with Mathematica Policy Research, Inc. in FY 07. At the completion of this pilot, 1500 women had attended health education sessions provided by WHN-trained trainers from a variety of community based organizations (CBOs) across the state.

In FY 08 Project, WHN will replicate this project again in FY08 and continue to partner with community-based organizations that work with populations in need of health education services.

Current Status

We are looking to send a team of women to a day-long curriculum training held by a WHN Community Outreach Specialist in their region to be trained. The training date is November 7, 2007 (10:00 am to 3:00 pm). Future Goal

The women trained will hold education sessions about breast, cervical, and CVD for designated groups of women in the Brookline community. Further details and information will be provided.

Hello,
I would like to update you on a number of things happening in the Town and
on the Brookline Website this Fall:

Brookline Police Department
Quality of Life issues

Over the last two weekends, the Brookline Police Department has initiated a concerted effort to deal with the quality of life issues that have been eroding from the neighborhoods adjacent to Boston University. As the student population has increased exponentially in the neighborhood over the last five or six years, neighbors have been subjected to a campus like atmosphere that has greatly disturbed the tranquility of their lives.
Loud parties and roving college students (some under the influence of alcohol) being loud and disruptive along the streets have been a frequent scene during Thursday, Friday, and Saturday nights. To try and bring this behavior under control the Brookline Police have assigned extra patrols over the last two weekends and plan to continue until the problem is brought under control.
During the last two weekends the Brookline Police Department has seen numbers of students arrested or summons into court for such violations as public drinking, disorderly conduct, disturbing the peace, minors in possession of alcohol, drug offenses, driving under the influence of alcohol, and protective custody. The students have all been from Boston University.
The Brookline Police Department will continue its efforts to bring this aberrant behavior under control until the campus like behavior of the student residents of the neighborhoods ceases, and a more community style atmosphere, in which one another’s right to peaceful coexistence is restored.

The Brookline Health Department’s Division of Emergency Preparedness is recruiting residents to join the Brookline Medical Reserve Corps (MRC). The MRC is a community-based group of volunteers who can serve during a local health emergency and/or assist with local public health needs throughout the year. Any Brookline resident (medical and non-medical ) interested in providing support is encouraged to volunteer. Volunteers will receive free training and educational opportunities, and the opportunity to network with other Brookline residents. 1st Light
Celebrate the Holiday Season at
Brookline’s 1st Light Festival 2007!

Let the fun and shopping begin! The Town of Brookline is pleased to announce that the annual 1st Light Festival will take place from 5-8pm on Thursday, November 29, 2007.
The festival kicks off the holiday season, offering free events scheduled in Washington Square, Brookline Village, Coolidge Corner, St. Mary’s, and Putterham Circle.

This year participants can enjoy the return of live music and dance performances, as well as the ever popular costume characters. New events and landmarks will include a scavenger hunt for participants and light sculptures throughout the town designed by local artists and Mass Art students.

Last year over fifty Brookline based businesses sponsored either performers or activities and we expect that 1st Light 2007 will be just as fun. Brookline businesses can choose to support the 1st Light Festival under four different sponsorship levels: Gold, Silver, Crystal or Copper and/or may elect to host a performer or event. Brookline performers are invited to show their talents at their favorite neighborhood location.

WI-FI/PUBLIC SAFETY NETWORK

“Wire Cutting” Event with Galaxy Internet Services to be held on July 18th
at Devotion House on Harvard Street at 6pm.

BROOKLINE, Massachusetts, July 18, 2007, 6pm. The Town of Brookline will
announce the launch of the region’s first border-to-border municipal Wi-Fi
network, which includes the nation’s first implementation of newly
licensed spectrum for public safety. The event is to be held in front of
the Devotion House at 345 Harvard Street in Brookline. The “Wire Cutting”
event will feature prominent speakers, raffles and giveaways.

The network was deployed in a public-private partnership between Brookline
and Galaxy Internet Services. The goal of the project was to satisfy
Brookline’s need for improved public safety and municipal communications,
while providing consumers and businesses with new options for Internet
access. Brookline is the first municipality in the United States to have a

As a result of concerns relative to the front landfill, I would like to
take this opportunity to outline the Town's three year public design
review process and the resulting park design that is currently being
constructed. The Park and Recreation Commission held over six public
meetings between June 2003 and September 2006 to create a detailed design
for the Front Landfill Park. Public notice was sent to over 250
residences in the vicinity of the landfill site as well as posted in the
local Tab newspaper. The design review meetings were dynamic,
well-attended and extremely insightful. The public and the design review
committee discussed many amenities and alternatives for the site and then
settled unanimously on a multi-generational park that would provide the
community an outlet for both active and passive recreation. The plan
clearly included a regulation sized playing field, playground equipment,
parking, a shade shelter, picnic tables, benches, walking paths, a comfort
station and pedestrian connections to Lost Pond Nature Sanctuary. A
tremendous amount of planning, design and engineering went into creating
naturalistic and inviting grades throughout the park and for providing
adequate planting soil above the capped landfill to allow for trees to be
planted at the tops of the slopes. All of this was intended to make for a
better experience to the park user and views for the park abutter.

The project is not yet finished. Additional equipment remains to be
installed and plantings completed. Trees are scheduled to be planted
between the picnic shelter and Hammond Street at the end of the summer
when the weather cools. These trees will, over time, help buffer views
into and from the newly created park. We anticipate a fall 2007 opening
for the park.

The Department of Public Works (DPW) has been tasked with closing and
capping the former front landfill site according to DEP Solid Waster
Regulations and transforming it into a new state of the art 15-acre public
park. The Department is implementing the design that was approved by the
Park and Recreation Commission following a public design review process as
outlined in the Town of Brookline’s bylaws.

“Wire Cutting” Event with Galaxy Internet Services to be held on July 18th at Devotion House on Harvard Street

BROOKLINE, Massachusetts, July 18, 2007, 6pm. The Town of Brookline will announce the launch of the regions first border-to-border municipal Wi-Fi network which includes the nations first implementation of new licensed spectrum for public safety. The event is to be held in front of the Devotion House at 345 Harvard Street in Brookline. The “Wire Cutting” event will feature prominent speakers, raffles and giveaways.
The network was deployed in a public-private partnership between Brookline and Galaxy Internet Services. The goal of the project was to satisfy Brookline’s need for improved public safety and municipal communications, while providing consumers and businesses with new options for Internet access. Brookline is the first municipality in the United States to have a border-to-border multi-use first responder Wi-Fi network utilizing licensed frequencies for police and fire, and standard Wi-Fi for consumers. The Coolidge Corner Theatre, the Brookline Parks and Open Space Division,
and the Larz Anderson Auto Museum will host 2 outdoor movie nights on the
great lawn of Larz Anderson Park. The summer movie series will bring the
community together in an outdoor environment to enjoy strolling around
Larz Anderson Lagoon, touring the historic park, visiting the historic
Auto Museum and Putterham School, as well as visit with local
organizations prior to the feature presentation showcasing classing
automobiles.

RE: Lodging House Report

Below is a link to the Housing Advisory Board’s recently completed Report,
Brookline Lodging Houses. This Report responds to the Board of
Selectmen’s request that the HAB examine issues raised by Warrant Article
25, as submitted to the Fall 2006 Special Town Meeting by Mr. Christopher
Pauli, a local lodging house owner.

Recognizing the autonomy of the Board of Assessors, the Selectmen voted
“no action” on the Warrant Article, but asked the HAB to study this issue.
The Housing Division staff, working with the HAB and the Assessor, has
prepared the attached Report. Prior to its unanimous vote approving the
Conclusions and Recommendations contained in this Report, the HAB held
open discussions at several of its monthly public meetings and, in
addition, held a formal Public Hearing on April 5th.

The Report contains data on the 51 Brookline properties that hold lodging
house licenses. It mainly focuses on the sixteen properties that provide
housing to low-income/working individuals and persons with disabilities.
